Sanctuary Cove sits inside the Hope Island locality — it is a gated estate rather than a suburb in its own right, which is why it has no separate statistical area but is very much a real address. Balconies and terraces in these estates tend to be larger than a tower balcony and to carry more built-in landscaping, and a planter box is a tank of wet soil sitting permanently on a membrane.
Canal frontage changes the diagnosis. An internal wall staining near a terrace is often traced to a planter on the other side of it rather than to rising damp, and the still water below means humidity here does not drop the way it does a few kilometres inland — which affects membrane and adhesive cure times on the quote.
Permits and City of Gold Coast rules
Whether a balcony or terrace waterproofing job needs a building approval depends on its scope, and QBCC’s own advice is to check with your local government or a private building certifier rather than assume. On a privately owned canal-front home there is no body corporate step, which removes the approval layer that slows the same work on the tower strip — the practical constraint here is the certifier question and nothing else. Note also that unless new building work is occurring, a building is only required to meet the standards in force at its most recent building approval.
