It depends on the value of the work. QBCC requires a licence for building work valued over $3,300, and waterproofing is not on its list of work that needs a licence at any value. Can a balcony be waterproofed without removing the tiles?

Sometimes. Whether over-tile resealing is right depends on where water is entering: if the membrane under the tiles has failed across the slab, a coating over the top is a surface fix on a sub-surface problem.

What standard should the work meet?

AS 4654.2 is the standard NCC 2025 Volume One names for the membrane on a balcony, which must be designed and installed in accordance with it (F1D7). It is a reasonable thing to ask a quoting contractor to name.
