Two things shift the answer out here: a larger elevated deck is more likely to involve structural elements than a small tiled balcony, and a unit or townhouse complex adds a body corporate step — QBCC directs apartment owners to check strata by-laws and whether written approval is needed where common property is affected. Unless new building work is occurring, a building is only required to meet the standards in force at its most recent building approval.
